U-DISE and Manav Sampada Mismatch: The 15-Day Order
In October 2026 the Director General of School Education, Uttar Pradesh, told every District Basic Education Officer (BSA) that staff counts on U-DISE 2026-27 and on Manav Sampada do not match. The two portals must be brought into line within 15 days through a school-by-school check. Head teachers have been asked to compare their school’s data on both portals straight away. The check covers teachers, Shikshamitras, Anudeshaks (instructors) and non-teaching staff.
For a head teacher, this means listing every person shown against your school on each portal and accounting for every difference. For a teacher, it means making sure you appear, correctly, in both places.

What the U-DISE and Manav Sampada order says
The order was addressed to all BSAs and circulated on 1 October 2026. Its subject is the difference between the number of teachers, Shikshamitras, Anudeshaks and non-teaching staff recorded in U-DISE 2026-27 and the number recorded on the Manav Sampada portal.
It asks for three things:
- A school-wise check in every district, arranged by the BSA.
- Corrections on both portals, in the U-DISE 2026-27 teacher profiles and in Manav Sampada, so the totals agree.
- A 15-day window to finish the work.
The circulated copy does not say whether the 15 days run from the date of issue or from the date districts received it. Since the order went out on 1 October, many districts will have set mid-October targets. Ask your BEO or BSA office for your district’s date rather than assuming it.
Districts have started acting on it. In Kaushambi, which has 1,049 council (parishadiya) schools and about 9,000 teachers, Shikshamitras and instructors, BSA Dr Kamlendra Kushwaha announced a school-by-school review. Staff who appear on only one portal will have their status confirmed from official records.
Why U-DISE and Manav Sampada show different numbers
The two portals are built for different jobs and are updated by different people, so they drift apart.
- UDISE+ (Unified District Information System for Education Plus) is the national school database run by the Union Ministry of Education. Each school records its staff, students and facilities in it once a year. Its figures feed national education statistics and plans.
- Manav Sampada (eHRMS, at ehrms.upsdc.gov.in) is Uttar Pradesh’s human-resource system. It holds each employee’s service record, leave, pay and posting.
A person can be correct on one and out of date on the other. Kaushambi’s BSA named the two most common causes: teachers who have retired, and teachers who died in service, are still listed on one portal. Other likely causes are worth checking at your school:
- A transfer or adjustment (samayojan) was made, but the record was not moved to the new school on one portal.
- A new appointee was added on one portal only.
- A Shikshamitra or Anudeshak is recorded on U-DISE but mapped to a different school on Manav Sampada.
- A non-teaching staff member is counted on U-DISE but sits under a different office on Manav Sampada.
The numbers matter. Kaushambi’s BSA pointed out that postings, sanctioned posts and departmental schemes are planned on actual staff strength. A school that shows a teacher who has left can appear fully staffed when it is not.
How head teachers can match both portals
Work from one sheet of paper with three columns: U-DISE, Manav Sampada and what actually happens at your school.
- List U-DISE staff. Open your school’s U-DISE 2026-27 teacher module and note every teacher, Shikshamitra, Anudeshak and non-teaching staff member it shows.
- List Manav Sampada staff. Note everyone mapped to your school on Manav Sampada. You can confirm any individual without a login using the portal’s Fact Sheet (P2) search. Our Manav Sampada UP guide to eHRMS login, Employee ID search and the e-Service Book shows where it sits.
- Mark the differences. Circle anyone on only one list, anyone with a different designation, and anyone who has left.
- Collect the proof. For each difference, keep the transfer, adjustment, retirement, joining or appointment order that explains it.
- Correct U-DISE at school level. Update the teacher profiles in U-DISE 2026-27 so they show who actually works at your school.
- Report Manav Sampada errors to the BEO. Head teachers usually cannot change postings on Manav Sampada themselves. Send the BEO a written list with the supporting orders.
- Recheck both totals. Once the corrections are approved, the counts on both portals should match each other and your attendance register.
If a teacher’s own leave or service details turn out to be wrong while you check, that is a separate process. It runs through the BEO with a prescribed proforma, as explained in our guide to correcting wrong leave entries in the Manav Sampada e-Service Book.
Who fixes which mismatch
Match each difference to the record that proves it and the office that can act on it:
| What you find | Proof to attach | Who acts |
|---|---|---|
| Retired teacher still listed | Retirement order | Head teacher on U-DISE; BEO/BSA office on Manav Sampada |
| Teacher who died in service still listed | Office record of death in service | Head teacher on U-DISE; BEO/BSA office on Manav Sampada |
| Transferred or adjusted teacher shown at old school | Transfer or samayojan order, relieving and joining letters | Both schools on U-DISE; BEO on Manav Sampada |
| New appointee missing from one portal | Appointment and joining letters | Head teacher on U-DISE; BEO/nodal officer on Manav Sampada |
| Shikshamitra or Anudeshak mapped to wrong school | Posting or attachment order | BEO |
| Designation differs between portals | Appointment or promotion order | BEO |
Keep a copy of everything you send. If the same error reappears next year, those papers save you from starting again.
Frequently asked questions
Who issued the U-DISE and Manav Sampada mismatch order?
The Director General of School Education, Uttar Pradesh. It was sent to all District Basic Education Officers (BSAs) and circulated on 1 October 2026.
Which staff does the order cover?
Teachers, Shikshamitras, Anudeshaks (instructors) and non-teaching staff working in council schools.
What is the deadline?
The order gives 15 days but, in the circulated copy, does not say when the count starts. Your BSA or BEO office will have the working date for your district.
Do individual teachers need to do anything?
Check that you appear at your current school on both portals, with the right designation. If you do not, tell your head teacher and BEO with your posting or joining order.
Why do the two portals differ in the first place?
U-DISE is updated by schools for national statistics, while Manav Sampada holds service records kept by the department. Retirements, deaths in service and transfers that reach one portal but not the other are the usual reasons.
